Commissioned by Smart Meter Assets and written by PA Consulting, this report examines the issue of the large number of non-faulty smart meters being removed and replaced. Based on our research and interviews with key industry stakeholders (including energy suppliers, Meter Asset Providers (MAPs), and Meter Equipment Managers (MEMs)), the report examines the following:

  • Estimating the size and scale of the issue across the retail energy market 
  • Describing the impact on customers and organisations 
  • Examining the causes and suggesting solutions
